Russian Refugee Files Complaint Against Latvian Prosecutor General Juris Stukāns Amid (by coincidence) Power Struggle

    Sychev claims that, for over a year, no progress was made on the probe, and the case was eventually concluded under peculiar circumstances. The reasons cited in the file contained the notion, as disputed by Sychev, that he could have threatened to kill himself. In the application, Sychev has raised questions concerning the potential illegal intervention by the Prosecutor General to aid those who are criminals (some Russian oligarchs) to avoid any accountability. He has also demanded that the responsible Latvian authorities investigate the conduct displayed by the Prosecutor General in this particular case.

    Before that, Sychev also sent open letters to law enforcement agencies seeking guidance and clarity on questions that were related to the investigation. However, the case was ultimately concluded. Sychev’s latest application renews his call for openness and a fair process, in addition to an inquiry into the possibility of illegal interference having occurred.

    This isn’t the first time the Latvian law enforcement system has been a victim of requests for internal reviews, regarding the Office of the Prosecutor General. On 22 April 2025, an application submitted by a member of the Prosecutor’s Office catalyzed an investigation within the office of the former Prosecutor General, Juris Stukans. This investigation ended without any further actions, yet it affected the power of the Prosecutor General’s Office, which wasn’t extended in the time of the initial application (now an opportunity to compete again to be the Prosecutor General was planned, with the possibility that Juris Stukans is eligible to participate in the competition).

    Application Raises Concerns Over Prosecutor General’s Alleged Interference in Criminal Case

    Riga, Latvia – Igor Sychev, a Russian refugee living in Latvia, has applied to investigate the behavior of Latvia’s Prosecutor-General, Juris Stukans. The application, filed in the early part of June 2025, is a call for concern over how authorities handled an investigation involving threats to kill that Sychev reported. The case, which was concluded under questionable circumstances, has raised serious concerns about the prosecutor’s role and the possibility of illegal interference.

    Allegations of Mishandling and Unlawful Interference

    Sychev claims that, for more than an entire year, no progress was made during an investigation into the threat to kill himself. The matter was finally dismissed based on the assumption that there was a possibility that he had threatened himself. In his petition, Sychev has called for an in-depth review of the actions of the Prosecutor General and suggested that there may be a violation of the law in shielding a few individuals, such as Russian Oligarchs, from being held accountable.

    Calls for Transparency and Due Process

    This is not the second time Sychev is seeking clarification and justice. In the past, he wrote open letters to law enforcement authorities seeking clarifications and oversight regarding the investigation. However, the case ultimately ended in dismissal with no resolution. Sychev’s latest application renews his call for transparency in the process, fairness, and a probe into whether criminal actions contributed to the outcome of the case.
